2) There shall be no interference by a public authority with the exercise of this proper besides such as is in accordance with the law and is necessary in a democratic society within the interests of nationwide safety, public safety or the financial effectively-being of the nation, for the prevention of disorder or crime, for the protection of well being or morals, or for the safety of the rights and freedoms of others. 2) The exercise of those freedoms, since it carries with it duties and obligations, could also be topic to such formalities, circumstances, restrictions or penalties as are prescribed by regulation and are obligatory in a democratic society, within the interests of national security, territorial integrity or public security, for the prevention of disorder or crime, for the safety of well being or morals, for the safety of the fame or rights of others, for stopping the disclosure of data received in confidence, or for sustaining the authority and impartiality of the judiciary. 2) Freedom to manifest one's religion or beliefs shall be topic solely to such limitations as are prescribed by legislation and are obligatory in a democratic society in the pursuits of public safety, for the protection of public order, health or morals, or for the protection of the rights and freedoms of others. |
